Why the Safer Beauty Bill Matters (and How You Can Make Your Voice Heard)
Every day, millions of Americans wake up, brush their teeth, wash their faces, put on makeup, or style their hair—without realizing they may be exposing themselves to toxic, unregulated chemicals.
Ingredients that have been banned for years in Europe, Canada, and Japan are still showing up in everyday U.S. products like cosmetics, hair dye, nail polish, and even children’s personal care items.
It’s not just an oversight—it’s a dangerous gap in our laws. And now, finally, there’s hope to close (some of) it.
🚨 The Safer Beauty Bill Package: What It Is and Why It Matters
U.S. Representative Jan Schakowsky (IL-09), along with Reps. Lizzie Fletcher (TX-07), Doris Matsui (CA-07), and Ayanna Pressley (MA-07), has reintroduced the Safer Beauty Bill Package, a groundbreaking suite of bills designed to protect our health and demand transparency from the beauty industry.
This package builds on the 2022 Modernization of Cosmetics Regulation Act (MoCRA), which gave the FDA the authority to recall unsafe products and require adverse event reporting. MoCRA was an important first step, but after 80+ years of minimal oversight, the job isn’t finished. (By a longshot, in my opinion!)
Here’s what the Safer Beauty Bill would do:
- Ban 18 of the most toxic chemicals—including phthalates and formaldehyde-releasing preservatives—that have already been outlawed in the European Union and several U.S. states.
- Require full ingredient transparency in the entire supply chain so brands can make safer products.
- Mandate disclosure of hazardous, hidden chemicals in beauty and personal care products so you know exactly what you’re putting on your body.
- Protect vulnerable populations—including women of color and salon workers who are disproportionately exposed to toxic chemicals in marketed products and workplace conditions. (As they are disproportionately exposed to these types of chemicals.)
- Fund research and education to develop safer alternatives and protect communities most at risk.

💄 What’s Hiding in Your Everyday Products?
The average American adult uses 12 personal care products a day, leading to exposure to an average of 168 unique chemicals. Children are exposed even earlier, during critical stages of development.
Some of the chemicals still legally allowed in U.S. products include:
- Phthalates (linked to hormone disruption and reproductive harm)
- Formaldehyde-releasing preservatives (a known carcinogen)
- Coal tar dyes
- Lead acetate (still found in some hair dyes!)
- Parabens (linked to endocrine disruption)
These ingredients have been tied to cancer, infertility, asthma, poor infant and maternal health outcomes, and more.

🧡 This Is About Health, Not Politics
This isn’t about left or right. It’s about basic human health. When it comes to what we put on our skin—our body’s largest organ—we deserve safety and transparency.
For over a decade, Congresswoman Schakowsky and countless advocates have been fighting to close the massive loopholes in U.S. cosmetic law that let companies use nearly any ingredient—even those known to cause harm. It’s time to demand change.
